{"id":70,"date":"2016-05-20T12:58:06","date_gmt":"2016-05-20T10:58:06","guid":{"rendered":"http:\/\/ksu.wpengine.com\/ksu-2\/mal-og-resultater\/kompetanse\/"},"modified":"2018-05-31T16:26:15","modified_gmt":"2018-05-31T14:26:15","slug":"kompetanse","status":"publish","type":"page","link":"https:\/\/aarsrapport.kristiansund.kommune.no\/2017\/mal-og-resultater\/kompetanse\/","title":{"rendered":"Kompetanse"},"content":{"rendered":"<h2>M\u00e5l<\/h2>\n<p><strong>Kristiansund m\u00e5 sikre og videreutvikle et utdanningstilbud og en yrkeskompetanse som kan m\u00f8te framtidens utfordringer og n\u00e6ringslivets ettersp\u00f8rsel.<\/strong><\/p>\n<div>\n<h3>Vi skal<\/h3>\n<\/div>\n<ol>\n<li>Arbeide for et grunnskolel\u00f8p som sikrer at elevene har gode lese-, skrive- og regneferdigheter.<\/li>\n<li>Bidra til \u00e5 utvikle og forsterke tilbudet innen fagskolen og videreg\u00e5ende utdanning i Kristiansund.<\/li>\n<li>Styrke etter- og videreutdanning tilpasset n\u00e6ringslivet gjennom videreutvikling av H\u00f8yskolesenteret i Kristiansund og andre h\u00f8yere utdanningstilbud i regionen.<\/li>\n<\/ol>\n<h2>Resultater<\/h2>\n<div>\n<h3>Arbeide for et godt grunnskolel\u00f8p<\/h3>\n<\/div>\n<p>Sm\u00e5spor og Spor (2014\u20132017) er Kristiansund kommunes styringsdokument for henholdsvis barnehage og grunnskole. I styringsdokumentene er f\u00f8lgende satsningsomr\u00e5der satt:<\/p>\n<ul>\n<li>spr\u00e5klig kompetanse<\/li>\n<li>sosial kompetanse<\/li>\n<li>fysisk og psykisk helse<\/li>\n<\/ul>\n<p>Spr\u00e5kplanen \u00abSpr\u00e5kspor\u00bb er i bruk i alle barnehager og skoler. I 2016 ble Kristiansund utpekt til spr\u00e5kkommune. 4 ressursl\u00e6rere har f\u00e5tt avsatt tid til \u00e5 st\u00f8tte barnehage- og skoleeier i arbeidet med spr\u00e5klig kompetanse. Prosjektperioden avsluttes 31.12.2017.<\/p>\n<p>Alle skolene deltar i et lokalt kompetanseprogram mot mobbing i regi av PPT-Ytre Nordm\u00f8re.<\/p>\n<p>I november vedtok bystyret en historisk satsing p\u00e5 grunnskolen i Kristiansund. Prinsippvedtaket inneb\u00e6rer bygging av 2 nye barneskoler, rehabilitering av 5 og nedlegging av 4.<\/p>\n<h4 style=\"text-align: center;\"><span class=\"tooltips \" style=\"\" title=\"Utdanningsdirektoratet har endret beregningen av gjennomsnitt. Mest konkret bidrar kommunen ved \u00e5 ta inn l\u00e6rlinger. Andelen som ikke avslutter innen 5 \u00e5r etter p\u00e5begynt videreg\u00e5ende skole i Kristiansund ligger p\u00e5 landsgjennomsnittet, men vesentlig over sammenlignbare kommuner i fylket. Frafallet er \u00f8kt med en andel p\u00e5 om lag 1 % i forhold til fjor\u00e5ret. Statistisk sett henger frafall i videreg\u00e5ende skole sammen med reduserte muligheter i arbeidsmarkedet og \u00f8kt risiko for uf\u00f8retrygd, d\u00e5rligere levek\u00e5r og helse.<\/p><\/div>\n<h3>Styrke etter- og videreutdanning tilpasset n\u00e6ringslivet<\/h3>\n<p>Kommunen er en aktiv eier i H\u00f8gskolesenteret i Kristiansund (HiKSU). H\u00f8gskolesenteret jobber med planer for etter- og videreutdanning, blant annet tilbud i barnehagel\u00e6rerutdanning.<\/p>\n<p>Fagskoleutdanning er viktig for flere n\u00e6ringer p\u00e5 Nordm\u00f8re, fordi mange av kursene er direkte n\u00e6ringslivsrettet og kan tas ved siden av jobb\/samlingsbasert. Fagskolemeldingen som ble vedtatt i mai 2017 sl\u00e5r fast at fagskole er yrkesrettet h\u00f8yere utdanning og at dette skal satses p\u00e5 i Norge. Fagskolene blir blant annet del av samordnet opptak, studentene f\u00e5r studiepoeng, tilgang til samskipnad, og det vil jobbe med overgangsordninger mellom fagskole og bachelor. Det har v\u00e6rt en positiv utvikling de siste \u00e5rene. Kristiansund ligger fortsatt vesentlig under nasjonalt niv\u00e5.<\/p><\/div>\n<h2>Utfordringer og planer<\/h2>\n<p>Kristiansundsskolen viser til bedre resultater over tid b\u00e5de p\u00e5 l\u00e6ringsmilj\u00f8 og l\u00e6ringsutbytte. Det er fortsatt en del ulikheter mellom skolene, og en utfordring er \u00e5 f\u00e5 en jevnere kvalitet. Vi ser ogs\u00e5 tendenser til at elevene faller tilbake i mellomtrinnet. Et godt grunnskolel\u00f8p avhenger av at vi har godt kvalifiserte medarbeidere i b\u00e5de barnehagene og i skolen. Vi ser at antall kvalifiserte s\u00f8kere til pedagogstillinger de senere \u00e5rene har g\u00e5tt ned, men vi har i stor grad greid \u00e5 skaffe kvalifiserte l\u00e6rere til Kristiansundsskolen. Kvalifikasjonskravene til l\u00e6rerne \u00f8kes, og vi har derfor prioritert \u00e5 sende l\u00e6rere p\u00e5 etter- og videreutdanning. I skole\u00e5ret 2017\/2018 er flere l\u00e6rere under videreutdanning. Vi prioriterer ogs\u00e5 \u00e5 gi lederne muligheter til videreutdanning, b\u00e5de i barnehagene og i skolene.<\/p>\n<p>Mye av utviklingsarbeidet knyttet til blant annet spr\u00e5k, foreg\u00e5r i nettverk. P\u00e5 denne m\u00e5ten legger vi til rette for \u00e5 l\u00e6re av hverandres praksis for en felles utvikling av skolen. I samarbeid med Nettverk Nordm\u00f8re deltar vi i hovedprosjektet \u00abDen gode oppveksteier\u00bb. Det settes strategiske m\u00e5l p\u00e5 bakgrunn av fremtidsbildene som ble skapt i 2017 med medvirkning fra ansatte, foresatte, elever, tillitsvalgte, samarbeidspartnere, frivilligheten og n\u00e6ringsliv. Det skal utarbeides et nytt strategisk overbygningsdokument for oppvekstomr\u00e5det i l\u00f8pet av 2018.<\/p>\n<p>Ny skolestruktur ble vedtatt i november. Beslutningene vil f\u00e5 stor betydning for den videre utvikling av grunnskolen i Kristiansund. Arbeidet med detaljering og utarbeidelse av gjennomf\u00f8ringsplan er i gang.<\/p>\n<p>Campus Kristiansund (CKSU) skal etableres i nytt bygg p\u00e5 Devoldholmen\/Nordm\u00f8rskaia innen 2022, og vil inneholde et bredt h\u00f8gskoletilbud, fagskole, et vekstmilj\u00f8 for n\u00e6ringslivet og et bredt forskningsmilj\u00f8, med vekt p\u00e5 n\u00e6ringer innen hav og helse. CKSU vil erstatte H\u00f8gskolesenteret.<\/p>\n<p>I samarbeid med akt\u00f8rer i hele regionen arbeidet prosjektet h\u00f8sten 2017 med \u00e5 utvikle innholdet i campus, og planleggingen av f\u00f8rste byggetrinn starter opp i 2018. Regjeringspartiene med st\u00f8tte fra Krf og Venstre har i revidert nasjonalbudsjett 2017 og statsbudsjettet 2018 bevilget hele 120 studieplasser \u00f8remerket Kristiansund, fordelt p\u00e5 90 til H\u00f8gskolen i Molde og 30 til det ingeni\u00f8rtilbudet H\u00f8gskulen p\u00e5 Vestlandet etablerer her. H\u00f8gskolen i Molde startet opp bachelor i marin logistikk og \u00f8konomi og \u00e5rsstudium i velferdsteknologi ved H\u00f8gskolesenteret h\u00f8sten 2017. S\u00f8kertallene til begge studier var gode, og samtidig har petroleumslogistikk tatt seg opp. Nye tilbud, blant annet bachelor i vernepleie planlegges i 2018. Fagskolen har i 2017 ogs\u00e5 arbeidet med \u00e5 utvikle nye tilbud rettet inn mot hav og biomarin n\u00e6ring.
